Circal is a developer of solar and co-located energy storage projects in Ireland and the US. Our partner, Octopus Energy Generation, is one of the largest investors in solar energy in the world.
At Circal, we specialise in site discovery and development of solar+storage projects. We find the most promising sites, progress them to ready-to build status, and oversee construction. Our success is built on our long-term relationships with landowners.
Octopus Energy Generation, invests in renewable energy in a way that benefits consumers, communities and investors, while improving the natural environment. We are fully aligned with their investment strategy.

Our Team
What makes Circal truly special is our people. Our experience is unrivalled because our people have the stripes and scars to prove it. Since 2003, our people have been pioneering the way forward in the renewable energy industry, and we apply that knowledge to deliver time and time again.
Bill Sadlier
Chief Executive Officer
Bill is responsible for Circal’s leadership, commercial activities, and its asset delivery plan. He brings 1.4 gigawatts (GW) of experience in renewable energy project development, project finance and private equity across Europe and the US. Bill is an accountant by training but a developer at heart, and guides Circal’s developments with a passion for delivering renewable energy infrastructure.
Seán Manley
Chief Operating Officer
Seán is responsible for leading operational delivery of Circal’s development portfolio. A Chartered Engineer with 20 years’ experience in the energy and infrastructure sectors, he is passionate about delivering renewable energy projects safely and optimally. His experience includes providing operational management and technical advisory services on over 5GW of projects spanning onshore; offshore wind, solar PV, and battery energy storage.
Chloe LeBlanc
Development Director USA
Chloe is responsible for leading the development of Circal’s US portfolio. She has been in the solar industry since the start of her career with expertise across several US markets supporting the development of 1GW of utility-scale solar facilities ranging from early, mid, and late-stage development. Chloe graduated from North Carolina State University with a BS in Environmental Technology & Management.
Kevin Lynch
GIS Manager
As the GIS Manager, Kevin sources, captures, maintains, and models all relevant topographical and demographic data to inform Circal’s mapping of active markets. Using spatial algorithms, Kevin uses key market variables to identify the most suitable areas for project development. Prior to joining Circal, Kevin was a GIS Manager in the utility and insurance sectors. He holds an MSc in Geographic Information Systems from Ulster University.
Alex Clark
Project Manager USA
Alex comes to Circal after previously working as a Solar Project Manager in North Carolina. In that role, he secured all relevant permitting and interconnection approvals while maintaining timelines, landowner communication, documentation, and company resources across 20+ projects in various stages of construction simultaneously. He organized and implemented new task management software for his department as it was adopted company wide. Since joining the team at Circal, he has led the effort in the initial site selection process for greenfield development in the US and supports the US Development Director.
Patrick Kirwan
Land Manager Ireland
Patrick is a Chartered Land Surveyor with over 10 years’ experience working in the Irish renewable energy and commercial property sectors. Patrick has a wide range of experience spanning project land acquisition and securing project easements / wayleaves, for infrastructure development. Since joining as Land Manager for Ireland, Patrick has led the identification of optimum land solutions for Circal’s portfolio of solar projects and devised the execution strategy for securing land. Prior to joining Circal, Patrick was Associate Director at Avison Young where he led the delivery of property advisory and land acquisition services to a range of private, semi-state and local authority clients.
James Power
Head of Finance & Commercial
James is the Head of Finance and Commercial responsible for the overseeing accounting, tax, investments and Route to Market strategy for Circal’s portfolio. James also leads on M&A transactions for the business. After training in KPMG and qualifying as a Chartered Accountant, James worked in Commercial roles for Irish utility ESB and as Financing and Investment Manager for solar developer BNRG before joining the Circal team.
